Opt-out is being considered in Arkansas, despite the general failure of the alternative system in Oklahoma (due primarily to successful challenges in court) over the last several years. Arkansas Senate Bill 653, which was introduced in the Insurance & Commerce Committee on March 6th and is sponsored by Republican David J. Sanders, proposes an alternative benefit system for the state’s system. Fred C. Bosse, southwest region vice president for the Washington-based American Insurance Association (AIA), told Business Insurance that the “shell bill” appears to be an attempt to keep “the option” on the table. The AIA opposes the bill.
