The California Workers’ Compensation Insurance Rating Bureau (WCIRB) has released its Senate Bill No. 863 WCIRB Cost Monitoring Report — 2015 Retrospective Evaluation which is part of a multi-year cost monitoring plan developed by the agency following the passage of SB863, the state’s massive 2012 reform package. Based on the most current information, the WCIRB estimates the impact of SB 863 is an annual net savings of $770 million, or 4.1 percent, of total system costs. Principal findings also included a 28 percent decrease in the cost of spine procedures due to the elimination of double payments for spinal surgical implants, while the frequency of IMR requests through Q3 2015 remains far above projected levels.
