Former Police Superintendent of New Orleans Ronal Serpas penned an editorial for The Hill about drug policy in the face of the opioid crisis. Serpas argues in the piece that while “tough on crime” measures in drug policy like the Trump administration has proposed make some people feel better, they are not effective. Instead, he says law enforcement should encourage treatment, not incarceration.
