The Louisiana Workforce Commission Office of Workers’ Compensation Administration published an emergency notice regarding the October 1st, 2015, switch to ICD-10 in the September Louisiana Register. OWCA explains in the Register, “This [emergency] amendment is required to stay in compliance with the federal Protecting Access to Medicare Act of 2014. The transition to ICD-10 is required for everyone covered by the Health Insurance Portability Accountability Act (HIPAA). Department of Health and Human Services set the compliance date for October 1, 2015. This does not affect CPT coding for outpatient procedures and physician services.” The rule requires providers billing for inpatient and outlier services to use ICD-10 codes when filing with the OWCA. The emergency rule will take effect on October 1st and remain in place for a period of 120 days. Further guidance, sample forms, and code listings are included in the notice.
