Details have emerged about the new Field Operations Manual for OSHA employees, issued the day after new penalty hikes went into effect at the beginning of this month. Fred Hosier, of Safety News Alert, reports that the changes mostly address the new minimum and maximum penalties. Among the details:

  • The minimum for a willful violation is $8,908
  • “Good faith” reductions in penalties (up to 25 percent) are not allowed when the violation is high gravity (serious, willful or repeat)
  • Penalty reductions for the smallest employers (1-10 employees) can be up to 70 percent, up from 60 percent, which now applies to employers with 11-25 employees
