OSHA cited JV Industrial Cos. Ltd., headquartered in Pasadena, Texas, for one serious violation for failing to implement a heat management program for workers exposed to excessive heat while wearing chemical resistant encapsulating suits. The inspection and subsequent penalties were launched after the death of a 45-year-old pipefitter contracted out by JV Industrial to the Valero St. Charles Refinery in Norco. On the day the employee died, the temperature outside was 83 degrees. He had been wearing four layers of clothing associated with his duties, including a chemical suit. JV Industrial has been fined $7,000, the maximum allowable penalty for a serious violation.
